Getting help to re-skill and retrain with confidence

When Mr Ngo Kah Kheng joined Jingke Technology on June 10 last year as a logistics and purchasing executive, he initially found it hard
to adapt to the requirements of his new role.

Jingke Technology is a 10-year-old company supporting the semiconductor wafer fabrication industry, as well as providing engineering services and solutions, and alternate parts sourcing.

The small and medium-sized enterprise’s (SME) strategic partners come from Asia all the way to Europe, and Mr Ngo’s duties included managing company logistics and delivery, as well as issuing purchase orders to suppliers.

Multi-tasking was a necessary skill and Mr Ngo found it hard to cope with his new responsibilities at first, but he sought help from his
colleagues and was able to adapt quickly and even identify areas for improvement.

His energy and experience were also very helpful to the company.

Mr Ngo also had help from Workforce Singapore (WSG). Jingke Technology also visited SME Centres in 2017 and the helpful and friendly consultants from the SME Centres introduced a variety of WSG programmes, as well as how to apply them to their own unique situations.

Jingke Technology had leveraged the Career Support Programme to hire Mr Ngo. Other programmes that it had tapped on to hire other employers included the Career Trial programme, P-Max and Professional Conversion Programme (PCP).

The consultants from the SME Centres constantly updated Jingke on the latest developments and grants available for SMEs, helped guide them through the application for these grants and also helped connect Jingke with other relevant bodies such as Singapore Manufacturers Federation.

Participants attended courses conducted by professional trainers at subsidised fees.

Each programme usually lasted about six months and Jingke Technology will apply for the WSG programmes when new hires join in future.

WSG programmes available

1. P-Max

This is a Place-and-Train Programme that aims to:
• Help SMEs to better recruit, train, manage and retain their newly-hired PMETs
• Encourage the adoption of progressive human resource practices within SMEs
• Help to place job-seeking PMETs into suitable SME jobs

Applicants should:
• Be Singapore citizens or permanent residents who are keen to pursue full-time careers in SMEs
• Have at least a diploma qualification or prior experience in a PMET position
• Have completed national service for at least 12 months

2. Professional Conversion Programme (PCP)

PCPs are career conversion programmes for mid-career PMETs to undergo skills conversion and move into new occupations or sectors that
have good prospects and opportunities for progression.

There are three types of PCPs:
• Place-and-Train: PMET is hired by a participating employer before undergoing training to take on a new job role
• Attach-and -Train: PMET is provided with training and work attachments, prior to job placement, through industry partners in growth sectors with good future job opportunities
• Redeployment/Job Redesign (JR) Reskilling: PMET at risk of redundancy in vulnerable job roles is retained by existing employers and reskilled to take on new or redesigned job roles within the same company.

WSG offers about 100 PCPs to support PMETs in career conversion. Through PCPs’ industry-recognised training, companies will gain a wider pool of candidates to consider when hiring. Companies can tap on Government funding through course fee grants and salary support when training eligible PMETs under PCPs.

3. Career Trial

This programme is open to all Singapore citizens who:
• Are actively seeking employment on a permanent basis prior to commencing Career Trial
• Were unemployed before commencing and during Career Trial
• Are at least 16 years old, and completed full-time studies and National Service (if applicable)

Under this scheme, job seekers can gain experience through a short-term trial to be assessed for employment paying at least $1,500 per month for full time positions or $750 per month for part-time positions, and receive retention incentives.

The Career Trial scheme has now been expanded to include part-time jobs offered by employers, in order to help Singaporean job seekers try out more jobs.
